Already have passed more than 20 years. This Constitutional change walked very complex processes after the Russian sovereignty declaration in June 1989. This paper introduces the constitutional concept of Prof.A.Sakharov which gave many suggestions and influences in the initial stage of \"Constitutional Revolution\", and reviews of constitutional process just before the establishment of the Russian Constitution.
