The conditions which an emergency countermeasure didn't proceed became obvious as to the people with special needs to disaster. But, as for the people whose life, physical condition was good, it became clear that concern was high about the emergency countermeasure. Therefore, the old Person himself enforces an emergency countermeasure by doing proper information service and support.
