So, the prevention of floods activities to keep a life and property are important. In Japan, there is the water brigade that a local resident is concerned with the prevention of floods. But, the number of the water brigade members is cut by half caused by the aging in these fifty years. Such conditions are connected with the decline in the area emergency power in the area zero-meters above sea level. This paper investigated an organization system and the activities actual condition for the prevention of floods, and the present state of the facilities maintenance for the lower reaches Area of Kisosansen in Mie Prefecture Kuwana City and Kisosaki Cho.
