The Imperial Diet was established based on the Constitution of the Empire of Japan in 1889 and held its 1st session in 1890. The electoral system for members of the House of Representatives was changed repeatedly between several electoral systems, and had a significant influence on the constitution of the member of the House of Representatives. Therefore, clarifying the influence of the repeated change of electoral systems provides us a useful knowledge concerning policymaking mechanism in modern Japan.
